User Story

Configure SWAGGER and API doc so there is a definition of the contract for the API.

The set up will be similar to the set up for the other repos in this project
Code will use apidoc to automatically generate docs for the API.

Acceptance Criteria

Documentation is published as swagger docs.
Documentation is automatically updated to readthedocs
