Requirement of 'pip==20.3.3' overwritten by previous instruction in getting started doc. #7

Describe the bug
A clear and concise description of what the bug is.
Error using getting started docs.
Regarding: https://codeflare.readthedocs.io/en/latest/getting_started/starting.html#codeflare-on-openshift-container-platform-ocp
Section:
Alternatively, you can also build locally with:

git clone https://github.com/project-codeflare/codeflare.git
pip3 install --upgrade pip
pip3 install .
pip3 install -r requirements.txt 

SEE PROBLEM BELOW:
