The privileges that may be associated with IsLoggedIn may incentivize websites to mandate logins. Such a result may not be beneficial for user privacy since PII is often involved in logging in. This has been discussed a few times and is an open issue.

I'm not sure how relevant this is to this proposal as it is relevant to the actual privileges themselves, which we don't know yet. There is also the potential for sites to require that users turn off third-party cookies so this might be a wider issue than just this proposal.
