As mentioned, we will move the legal details from the spec to the explainer, keep some general remarks in the spec itself, and (non-normatively) link to the explainer from the spec.

Per @hober in #74:

§5 should end after the sentence "For additional details on legal effects, consult the explainer."

One point to elaborate on in the explainer is the default situation under various laws (e.g., that selecting a privacy-preserving browser, such as Brave or Firefox, qualifies as an active and deliberate choice and not as a default choice).
