Currently, the setting enabling users to create books can only be set at the network level and applies to all users of that network. A network manager on a shared network has requested that the book creation can be set at an institution level. They would like to be able to turn book creation off for the network in general, but would like institutions to enable it for their users. This could be either through a setting at the institution level, or through a domain allowlist (users from certain domains would be allowed to create books).
Especially when institutions have opted in, they deserve the right to provide unlimited book creation and cloning while the network is able to control/manage the book creation for other sites.
