Keep TOC Open at all times on Webbook

Feature Description

The webbook has a TOC which operates with Javascript - it refreshes (and thus, closes) everytime a new page is clicked on/navigated to. We have gotten a couple of requests asking us to keep the TOC open 'permanently' so that there is easier navigation as the book is being read.

Further, it would also be nice if there could be an option on the TOC to show/unshow all the H1s inside of each chapter as well. Right now, by default, in a TOC (when you open it), only shows chapters, and not the H1s underneath it. It may be nice if we could have a button which would allow us to show the H1 parts underneath the chapters as well.

Feature Use Case

For the benefit of all readers of these books. Having the choice to have the TOC open at all times and will definitely allow for better navigation if need be.

Other Notes

Would be excellent to have the option to keep it open or have it close upon a new click.
