In the Pressbooks reading interface, users are presented with a 'previous / next' navigation tool to move between chapters. When the user increases magnification, the font-size of the text in this fixed footer increases, causing the navigation element to consume an increasingly large proportion of the viewport. At 400% magnification, the proportion of the viewport (and the navigate to top icon) occupy so much of the viewport that readability is significantly impacted.

Preferred approach: progressive enhancement -- for small viewports/mobile devices or at large magnification: simply display left arrow, up arrow, right arrow only. As viewport gets larger, progressively reveal more text until tablet/full width displays nav elements as currently shown.
