Allow network managers or book administrators to give users with the Editor role permission to browse and choose themes.

Feature Use Case

On some networks, network administrators give faculty authors the “Editor” role with the associated permissions. The theme options are restricted under ”Admin” permissions, which prevents the authors from being able to browse through and choose themes for their books on their own.
