Add Google VertexAI as an Enterprise Cloud Provider

The current ChatGoogle provider is nice but isn't suitable for enterprise customers that need to access Gemini models through Vertex AI in their GCP organizations.

There is a newer google-genai Python client library that allows the flexibility of using either Google AI API keys, or the Vertex AI API from a user-specific GCP project.
