【ホーム】公開コンテンツがない場合で「公開コンテンツがありません」と表示されないケースがある #1317

背景

ホーム画面で表示すべきコンテンツがない場合、「公開コンテンツがありません」と表示されるのが正常な挙動。

ただ、以下のように、ホーム画面に何も表示されないケースがある。

原因

以下の条件を全て満たす場合に発生。

申請フォーム以外のコンテンツ（お知らせ、配布資料）がない
申請受付中の申請フォームがある
どの企画にも所属していない
- 企画に所属していない場合、申請フォームを確認することはできないため
