Handle batlab downtime #31

Currently batlab's ubuntu machines are offline and it is causing all ci jobs to be queued and not run. I'm not sure what the best way to deal with this is but letting a large queue build up probably isn't it.

Yeah, we do. @zwelch should also be trying to convince them to have better allocations :)
