Add skip_tests.csv file to skip tests for certain collections so they don't fail

Add a list in the autotest to exclude testing collection ids for certain tests.

Like:

data/skip_tests.csv:
C1238658392-POCLOUD,temporal_test

something like that, or have a file for each test

so far we only really want to skip temporal testing.
