For the PNS protocol to be self-sustaining, it needs to make money. This issue will add an extra method to charge native tokens (ETH or BNB) from the user during phone number registration.

This functionality should happen in the setPhoneRecord() method

I'm having a rethink about this guy. we can charge users a connection fee. This all depends on how we message it. @bizmindx @MeisterJustice
