Why does Connect-PnPOnline in the current version on pnp.powershell no longer works as the version in the good old PnP SharePointOnline did

I work in an environment where Delegated Permissions are not allowed.

When we had the good old version of PnP PowerShellOnline - Apply-PnPTemplate worked successfully.

Now I have been forced to use PnP.PowerShell as the old PnPSharePointOnline has been removed from Docs.Microsoft.com and hence you cannot get to the old dlls. The successor to Apply-PnPTemplate - Invoke-PnPSiteTemplate no longer works. - Access Denied. You do not have permission to perform this action.

Surely the Connect-PnPOnline should be backward compatible with the version which was available in the good old version of PnPSharePointOnline. I am now stuck in a hard place between a Tenancy which says you cannot delegate permissions and a PnP Team which has made changes to Connect-PnPOnline so that scripts, supplied by Microsoft, no longer work ! Can we have Connect-PnPOnline which works with Apply-PnPTemplate back please !
