Currently static pages must be associated with a specific context. Permit site-wide (context_id=0) static pages, and ensure that they can be administered through the Site Administrator's tools.

Is there any chance that this issue will be scheduled for OJS 3.1.1? We are impatiently awaiting it for one of our multi-journal installations.

@CFanselow, I think this plugin is going to be deprecated in favour of the custom nav menus toolkit, which is already included in OJS 3.1.x. I believe that tool already includes support for site-wide custom items. @defstat maintains this code and can fill you in on the details.
