Slot claim persmissions

Rather than having a slot claim rejected after clicking claim slot, could we get the list of potential claimers restricted to those that have all the criteria satisfied so that they are the only ones that appear in the dropdown and the link to claim is only active if the user is eligible to claim a slot (or can allocate on someone else's behalf)
