Create a bot that will maintain a GitHub team that has all Pioneers staff

• We'd like to have an always up to date team that contains all members of the PiE GitHub organization
• GitHub doesn't offer this functionality by default, but we can implement it ourselves with a small bot with a GitHub app
  • Investigate GitHub webhooks, GitHub App API calls, #serverless, cron jobs, flask server,
