With the changes in #203, it becomes impossible to test whether Dawn can change the run mode of the robot without Shepherd connected. It would be convenient if we could specify whether to connect only Dawn, only Shepherd, or both to Runtime at the beginning of a test. We can already do this with command-line arguments to the CLIs, implemented in #196 .
