Add rig project run:purge to purge the project from a given system

This command should take the following actions:

• Stop and remove all containers
• Remove all volumes
• Delete all source mount points

To facilitate this, we should see about rig project sync:start adding an outrigger.project label to match the project name in the .outrigger.yml config file.
