Build cleaner automatic loading of different environment configurations

Currently the settings.common.php includes all the settings for a site, but those settings include many that are specific to a our Docker-based environment. Let's move that into a structure where at least some of those values (such as the things leveraging Docker DNS links) are in a dynamically loaded file.

I have some patterns on this to tap if someone wants to jump in.
