Allow tags to be added independently from filters

Is your feature request related to a problem? Please describe.
Well the problem stems from the fact that you can only add tags to requests as part of a filter. I would like to add a "requests" tag to all requests, but if I create a filter, I have to filter out some of the requests in order to add a tag.

Describe the solution you'd like
A separate section where you can add tags. Or at the very least, allow an "all" filter option, so that every request will go through that filter and then you can add the tag.

Would this not make more sense to be part of the user profiles? Setting the default tags for each profile and then different tags are set for each user if needed, and can be overridden by filters?
