use github actions to attempt build

Description

Once we have a tree that builds without error, we should investigate using github actions to do automated builds so build problems are more difficult to merge (e.g. #698).

I have Github actions set up in https://github.com/pearcej/opensource. Just need to mimic it here.

I think it's time to revist this... The current tree builds with only warnings and produces an exit status of 0.
