Add CI test with BUILD_HDF5_PARALLEL=OFF and sequential hdf5.

The issue #529 (comment) shows that we don't have CI tests for the pdi branh with

1. sequential hdf5
2. pdi is compiled with option "-DBUILD_HDF5_PARALLEL=OFF"

Remark: This case is used to construct some pkgs.
