Discussion: create it

The `README.md` has a link to a discussion which just gives 404 not found. Create this file, covering things like
- comparison with equivalent specs in VDM-SL
- discussion on common libraries that would be useful
- `Prop` vs `Bool`
- notation for `Option`?
- `abbrev` vs `def`
