Replace surge with an alternative solution

Description

Currently surge.sh is used for hosting and deploying the site along with a11y test related to a build. This has caused numerous issues where updates to a PR will make the surge sites no longer accessible. We need to find an alternative solution to surge that will allow updates to the PR to be redeployed to the sites.
