Harden CI/CD across PatternFly repos #118

Description
The PatternFly CI/CD environment is currently different between the repositories within the Github Organiztion. In order to improve the speed at which we deliver, the quaility of the organization's deliverables, along with reducing the learning curve between repositories the CI/CD environment should be standardize / harden where applicable.
Areas of improvement include:
- Development tools (e.g. surge, symantic release, yarn, gulp, web pack, etc.)
- Script update that would reduce build times
- Github action cleanup
