If I zoom in to view part of a diagram (for instance) so that I can align the ruler to the top border of an element in the diagram that I'm creating, I would like the ruler to stay attached to that border. I wouldn't mind if it could scale as I zoom back out to view other parts of the diagram I'm creating.
I think that it used to do the second method previously, but I can't be sure.
In this example, the result I want is to have the ruler still giving me the position of that top border. The point of that is me needing to align other elements to that top border.
