1- is it possible to implement choosing the color of ruler in preferences?

not currently, no plans to support this.

You can click on the right edge of the horizontal ruler and drag left or right to resize the ruler. Same for the bottom edge of the vertical ruler, dragging up and down.

Not exactly. If you press the letter O while Free Ruler is the frontmost application, the rulers will jump to your mouse position. So you can sort of achieve this by holding down O while moving the mouse around.
