Environment file now calls POCs docker version

Environment file now calls POCs docker version to fix dependency issues. Start file added in binder/ but binder did not run on start up, so everything in this file is commented out. Still need to figure out how to execute these commands on binder start up to fix environment variables.

Hi @adellej . I didn't quite realize there was still so much stuff in the resources directory. There's a lot there we won't need for this repository. I'll take a look at the PR and see if I can auto-delete them otherwise I'll let you know which ones.

@adellej there should be an option somewhere here on the github page do allow edits from maintainers. Can you enable that? I can then just directly remove the files in resources that we don't need here. Thanks!

Hi @wtgee, "allow edits from maintainers" is already checked, so it should be possible for you? If not just let me know which resources aren't necessary and I can delete them :)
