Describe the Enhancement

Add arm64 support.

Possible Solution

Make the paketobuildpacks/yarn image multi-arch.
Include *.cnb in GH release for amd64 and arm64.

Motivation

Support for apple silicon.

I create paketo-buildpacks/nodejs#995 as a "tracking" issue since arm support needs more.
