Intermittent failure to load discussion due to hydration mismatch

The error manifests as the discussion erroring out, but based on the errors in the console, it seems to be a hydration mismatch bubbling up. Both the nature of the mismatch and the reason it bubbles up are currently mysterious. With both the RFD content and the version of the site deployed held constant, we have seen this both working and not working, which means it cannot be solely and deterministically caused by either of those things.
