A pause button would be helpful

Sometimes, it's just not a good time for renovate to line up jobs in the Omicron CI queue, independent of what time of day it is. During those times, a renovate pause button somewhere would be nice to have.

We should probably have both global and per-repository conditions.

The simplest way that occurs to me is to store this state in a file in this repo. Simplest, and also comes with a built-in audit log. (Can we provide a better UI around this? Maybe @augustuswm has ideas.)

Sorry I missed this, but yeah the easiest way is a commit to the renovate.json file that sets "enabled": false. I wonder if I can apply edits to the dashboard template to make a button of some sort.
