Right now, we disable that specific client; however, the Upstairs as a whole remains active.

Thinking more about this, I think James is correct here, if the downstairs has told us we are no longer active, then the upstairs should throw in the towel and deactivate itself. I can't conceive of a situation where this happened and the way to fix it was through downstairs replacement.
