sonar-analysis step is failing in drone CI #41257

The sonar-analysis drone pipeline seems to always fail today.
For examples, see PRs #41256 and #41255

Needs investigation.

The workaround is to pin the SonarCloud scanner docker to sonarsource/sonar-scanner-cli:5

That has been added to PR #41255 and gets CI passing.

Next is to find a way to use the latest docker image.

This ticket has been reclassified, and it might get some attention, which will resolve this issue.

"I’ve requalified the corresponding tickets from improvement to bug. SonarQube and SonarCloud will be updated with a fix to prevent the scanner from failing to read a completely excluded folder."
