Managed Private Registry: Upgrade to Harbor 2.10

As a Managed Private Registry user, I want to upgrade Harbor from version 2.8 to version 2.10 to take advantage of new features, improvements, and bug fixes.

Version 2.9.0:

_Harbor Security Hub:_ Provides administrators with comprehensive security insights, including the number of scanned and unscanned artifacts, identification of high-risk artifacts and CVEs, and advanced vulnerability search capabilities.

Garbage Collection (GC) Enhancements: Improved visibility with detailed GC execution history and enabled parallel deletion for faster GC processes.

Support for OCI Distribution Spec v1.1.0-rc2: Enhanced support for multi-architecture images and image manifests, allowing users to manage their images more effectively.

Version 2.10.0:

Robot Account Full Access: Introduced a user-friendly tutorial for creating new robot accounts, allowing seamless customization of permission sets at both system and project levels.

Support for OCI Distribution Spec v1.1.0-rc3: Continued support for the latest OCI specifications, ensuring compatibility and improved functionality.
