It is possible to setup CloudFuzzer on a group of machines, for example on local VMs, but currently the only way to test the implementation is to deploy CloudFuzzer into AWS, GCE or OpenStack. Deploying to commercial cloud, to test every change, is slow and also costs money.

We should add some helper tooling to setup local development env where developer could deploy CloudFuzzer on a group of local VMs.

That way testing changes would be a lot easier, faster and wouldn't require account for some cloud provider.
