The zoom option is ignored, probably due to an issue in tile-reduce:

mapbox/tile-reduce#97

Try to

Generate tilesets with only one zoom-level using tippecanoe (doesn't work for some reason).
Filter tiles in code: https://github.com/osmbe/road-completion/blob/master/difference.js#L11 (suboptimal).
Remove all these fixes once the original issue is fixed.
