Syncronize Yosys_RS with Yosys-HQ

Description

Current version of Yosys_RS is syncronized with Yosys-HQ 0.38 release tag, Yosys_RS should be syncronized with the latest Yosys-HQ release which is yosys-0.44

Also, make sure to update Synlig plugins as well w.r.t Yosys-HQ releases yosys-0.39 and yosys-0.44

A separate pull request should be created for each Yosys version from Yosys-0.39 to Yosys-0.44. Additionally, please run the QoR regression for Yosys, or request the RapidSilicon team to perform the regressions.

Expected behavior

The yosys_verific_rs CI should be clean, and the QoR regression must pass.
