Pass meta_query with multiple keys and values to wp … list

I'm looking for a way to pass meta_query to query for multiple keys and values, with AND / OR logics, instead of just passing single meta_key and meta_value but haven't found anything.
Is this not currently possible?
I've read similar issues (#3039, #3927, #4616, #1831) but haven't found a definitive answer as to whether or not it is possible to do this or whether it is an implementation planned for the future.

I would like to query for multiple keys and values with wp user list.
