Upload database tool not working

Hello,
I have had problems with my dev db lately, it couldn't take any request for while, I thought maybe some downtime. Next day, the diagnose is that my dev db might be corrupted, so I dropped it to load a backup but it won't let me upload a new one.

The problems persists since 3 days ago

Also, I'm far behind the storage limit
