To add cache option to Octoherd ecosystem

I just created a script to help on the migration but I would like to design a plan for it to avoid the noise it caused the execution with this script without a plan.

Things con consider would be:

• To apply the migration to already existing repositories of Octoherd organization
• To apply these changes to already existing scripts outside of this organization (maybe via the GitHub App?)
• To make it in a way it does not become noisy
