CppUTest package proposition

All examples of packaging in this code base helped me a lot to start porting our build system from cmake to build.zig.
So, I wanted to contribute back by proposing the package of CppUTest: https://github.com/lcp5y3/cpputest-zig

The only thing I would ask before you move the repo over is to rename it to cpputest as we try to keep the same name as the upstream project.
