Description
Create new spring.cloud.oci.region.region-id property. Deprecate the spring.cloud.oci.region.static property. The region provider should first attempt to use spring.cloud.oci.region.region-id for the region, then fall back to spring.cloud.oci.region.static for backwards compatibility.
