We should have two flags per sub-list of a TG that flag the list so that the user:

User subscribe: the user can subscribe themself to the list
User unsubscribe: the user can unsubscribe themself from the list

As a TG-admin can always sub/unsub people, if both flags are unset it basically means the TG-admin controls sub/unsub.

This requires a UI interface for managing list members
