Audit & Update: Populating data on local server Wiki Page

The wiki page only seems to have populating info for classrooms but it should also cover instructions for:

1. Contributor Dashboard Team: translation suggestions/practise questions/ Reviewable opportunities (Questions & Translations)
2. LaCE Team: Classrooms, Topics, Skills, Stories, Publishing Exploration.

Note: It's to better to mention both the manual method and the automated method (Running scripts (if any) or via admin page).

There are already steps mentioned in the wiki somewhere to populate the above mentioned data, we would need to find it and format it accordingly it here.
