Is your feature request related to a problem? Please describe.
As now contributor can contribute to oppia-android wiki directly through pull-request. So we need similar check script to test Table of Content headers and links for wiki both in locally and PR workflow check similar to that of linit or regex.

Describe the solution you'd like
We have to write script in oppia-android repo that checks these tests using Bazel.

Additional context
This similar feature oppia-web is doing in Python, so we can get logic for script from that script.
