Terms of Use navigation menu is cut off after clicking "Changelog"

Steps To Reproduce

1. Open Terms of Use Page
2. Click on "Changelog" in the Terms of Use navigation menu

Expected Behavior

User is redirected to Changelog, the Terms of Use navigation menu is fully displayed
