Build the base of the scraper

Scrapers are build following certain standards like specified at https://github.com/openzim/overview/wiki

Before starting the development of the scraper itself the foundation of it should be made to fullfil requirements above.

@benoit74 Could you please complete briefly the list of technical requirements (coding norms, hatch, scraperlib, ...). Maybe there is only one link (with the doc to read)?
