Budget tree item descriptions

Some of the descriptions are uppercase and some are title-case. Should probably be consistent.

Also, some of the descriptions are super vague like, "WER - Plan 3 & 3b." I have no idea what that means. lol

If there is some cleanup that can be done on the input data, that would be great! It can be added to the data-utilities/process-wichita-budget.js script. There's unfortunately only so much we can do with the data we get from the city, it's not always going to be super clean unfortunately!
