Feature: Dynamic listing and testing of DBchapter and DBsection Tags using GitHub Actions

I am not sure how up-to-date this list is:

It is linked in the WeBWorK wiki, see screenshot below, on the page:

https://webwork.maa.org/wiki/Tagging_Problems

The page shows that it was last updated in 2016, see second screenshot below.

Ideas

• Use a GitHub action to automatically create the above list after a new commit is made to the main branch of webwork-open-problem-library.
• Another action could be used to warn the maintainers of the repo that new or previously unused tags were added or that other problems weren't properly tagged.
• Link this dynamically created list as an artifact directly on the GitHub page and link the wiki to this artifact as well.
